Auto Makers Environmentalists Seek Emissions Compromise

Four of the world’s largest auto makers have been meeting privately with environmentalists and California regulators for several months in an effort to resolve a long-running dispute over whether states should be able to regulate greenhouse gas emissions a Washington-based non profit group said Thursday. The nonprofit Aspen Institute said that it had convened a group of stakeholders that included Ford Motor Co. General Motors Corp.

-based consumer advocacy group that took part in a lawsuit to bring about the program in a news conference applauded the new online system but urged the remaining states to begin disclosing vehicle data. Another group Consumers for Auto Reliability and Safety also urged the states to comply. “We’re very disturbed to see that California in particular with the largest car market and its salvaged vehicles on the road is not participating” said Rosemary Shahan president of Consumers for Auto Reliability and Safety. The department said it has lined up third-party commercial Web sites through which consumers can access NMVTIS data for a fee but will not disclose them until Friday because it said it does not want to overwhelm their Web sites. The ultimate goal of the program the Department of Justice said is to prevent stolen vehicles from re-entering roadways and being sold to fund criminal activity and to protect consumers from fraud. The Department of Justice has spent more than $15 million on NMVTIS since it was established in 1997.

“The channel is full and they are trying to stuff more in” he said. Chrysler executives this week launched a cross-country tour in which they willplead with dealers to order roughly the same number of vehicles as they didtoward the end of last year despite the deepening sales slump. Chrysler Vice Chairman Jim Press last week said the auto maker needs dealersto begin ordering vehicles because the “downside could be a lot worse” if ordersdon’t increase. GM in a meeting with dealers last week also asked them to keep buying newvehicles. AutoNation’s fourth-quarter sales tumbled 34% as the slumping economy growingunemployment and lack of access kept consumers out of showrooms. Despite the drop the retailer avoided red ink plaguing most the industry. Thecompany increased its fourth-quarter net income to $67.
